Uttar Pradesh: Strategic, Economic and Industrial Profile

Uttar Pradesh occupies a significant position in India’s strategic, economic and industrial landscape owing to its geographical location, demographic scale, diversified industrial base, expanding infrastructure and extensive Micro, Small and Medium Enterprise (MSME) ecosystem. This chapter examines the structural foundations of the state’s emerging defence-industrial ecosystem, with particular emphasis on the Uttar Pradesh Defence Industrial Corridor (UPDIC). It analyses the interrelationships between geographical advantages, human capital, economic diversification, industrial development, transportation infrastructure and policy initiatives in shaping the state’s defence manufacturing potential. The chapter highlights the contribution of traditional industrial clusters, engineering industries, electronics, automobile manufacturing, information technology and other allied sectors to the development of an integrated aerospace and defence manufacturing ecosystem. Particular attention is given to the six UPDIC nodes—Lucknow, Kanpur, Jhansi, Agra, Aligarh and Chitrakoot—and their potential to promote indigenous defence production, strengthen supply chains, facilitate technological advancement, generate employment and encourage regional industrial development. The role of MSMEs, research institutions, skill-development initiatives and policy frameworks, including the Uttar Pradesh Aerospace and Defence Unit and Employment Promotion Policy–2024, is also examined. The chapter argues that the success of defence industrialisation depends not merely on investment and infrastructure creation but also on technological innovation, skilled human resources, effective policy implementation and the integration of domestic enterprises into defence supply chains. It concludes that Uttar Pradesh’s defence-industrial transformation represents a strategic opportunity to combine economic growth, regional development, technological self-reliance and national security, thereby strengthening the state’s contribution to India’s indigenous defence manufacturing capabilities.
